An Office Memorandum issued by UPCL itself under Section 45 of the Electricity Act, not an order of the Commission — UERC sets the formula in the MYT Regulations 2024 read with the Retail Tariff Order of 30-03-2026, and the licensee notifies the monthly rate. Unlike the percentage surcharges elsewhere, this is a flat Rs/kWh (or Rs/kVAh) that differs by consumer category: Rs 0.24 lifeline, Rs 0.67 domestic metered, Rs 0.96 non-domestic, Rs 0.89 LT industry, up to Rs 1.04 for temporary construction supply. No FPPCA on energy taken through Open Access, and it is excluded from the low-power-factor, voltage, prepaid and continuous-supply adjustments.
