Smart Meter AMISP List: Who Is Installing Meters in Your State
Under RDSS, your DISCOM usually does not install smart meters itself — it appoints an AMISP to supply, install and then operate the metering system for a contracted period. This page lists the appointed AMISP by state and DISCOM, with a source link against each row and an honest label where the award could not be established.
What an AMISP is, and when it matters to you
An Advanced Metering Infrastructure Service Provider is a contractor. It funds, supplies and installs the meters and runs the head-end system, and is generally paid per meter per month across a contract of eight to ten years rather than being paid for the hardware up front. That structure is why the rollout is happening at this speed without the DISCOMs carrying the capital cost.
For most billing questions the AMISP is irrelevant — your contract is with the DISCOM, your bill comes from the DISCOM, and a complaint is filed with the DISCOM. Knowing the AMISP matters in one narrow case: a dispute about the installation or the device itself. A meter fitted at the wrong premises, a serial number that does not match your bill, a unit that failed within weeks. The DISCOM still owns the complaint, but the AMISP is who it will task with the site visit, and naming them tends to shorten the conversation.
Your AMISP does not determine what your meter's display looks like. An AMISP fits meters from several different manufacturers across its circles and phases. The symbols on your unit come from its make and from IS 16444 — see the smart meter display guide for what each one means.

What we corrected, and what we still do not know
This list was rebuilt against primary sources in August 2026. Several entries in the commonly circulated version of it turned out to be wrong, so it is worth naming them:
- DVVNL is not unknown. It is frequently listed as unconfirmed, but GMR's own release names DVVNL and PuVVNL explicitly as the two DISCOMs in its ₹7,593 crore award.
- GMR's UP award is not a consortium with Genus. The two are separate. Genus supplies meters through a platform in which GIC holds the majority stake.
- The ₹7,500 crore figure belongs to GMR, not Polaris. Polaris's UP orders are separately reported at about ₹5,200 crore.
- Tamil Nadu lost all four packages, not one. The cancellation was not limited to the Adani package.
- Puducherry is usually missing entirely from these lists. Apraava's own project page carries it, at 4,07,052 meters.
States we could not establish an AMISP for from public sources include Karnataka, Telangana, Odisha, Jharkhand, Haryana, Punjab, Delhi, Kerala, Uttarakhand, Jammu & Kashmir and most of the North-East beyond Assam and Manipur. Work is under way in most of them. A missing state here means we do not know, not that no award exists.
Awards are made circle by circle, are not published in any single central register, and get re-tendered, cancelled or reassigned — one row above is a tender scrapped after award. If your DISCOM's row matters for something consequential, confirm it with the DISCOM directly. Spotted an error or know a missing award? Tell us and we will chase the source.
