A negative rate is a credit, not a charge — when fuel costs fall below what the tariff assumed, the difference comes back to you. Where a month shows "not yet notified", the regulator has not published that month's figure at the time of writing; we leave it blank rather than assume zero.

Uttar Pradesh: 16 months of FPPAS

UPPCL notifies a Fuel and Power Purchase Adjustment Surcharge every month as a percentage of your fixed + energy charges, under UPERC MYT Regulations 2025. Of the 16 months we have verified, 10 were a charge and 6 were a credit, averaging +1.52%.

What does 10% actually cost you?

The surcharge is applied to your fixed charges plus energy charges — not to the bill total, and not after taxes. So on a bill where those come to ₹1,500, a 10% surcharge adds ₹150, and electricity duty is then charged on the larger figure.

That ordering matters and is frequently got wrong: duty applies after the surcharge, so a 10% fuel surcharge costs slightly more than 10%. Our bill calculator applies the correct rate for your DISCOM and billing month automatically — you do not need to look it up here first.

Delhi: PPAC, revised monthly since June 2026

Delhi calls it PPAC (Power Purchase Adjustment Cost) and sets it per DISCOM, so two neighbours on different networks pay different surcharges on identical usage. DERC moved from periodic to monthly revisions in June 2026 and sanctioned sharply higher rates.

Why it changes every month

A tariff order fixes what you pay per unit for a year, based on an assumption about what power will cost the DISCOM to buy. Fuel prices do not respect that assumption. The fuel surcharge is the true-up: when actual power-purchase cost runs above the assumed figure, the gap is passed through to you; when it runs below, you get a credit.

Most states cap how much can be recovered in one cycle — Uttar Pradesh at 10% — and carry the excess forward. That is why you can see two consecutive months pinned at exactly the ceiling: the underlying gap was larger than the cap allowed.

Coverage and sources

We publish a rate only where we have the regulator's or DISCOM's own notice. That currently means Uttar Pradesh, Delhi and Rajasthan. For every other state the calculator defaults the surcharge to zero and lets you type in the figure printed on your own bill — an honest blank rather than a plausible guess.
