JVVNL New Electricity Connection 2026: Apply Online, Documents, Charges & Status

For a new JVVNL (Jaipur DISCOM) electricity connection, start at Bijli Mitra, register your application, upload the required documents and pay against your application ID. Keep that ID until the meter is installed. This guide covers domestic connections, with dated cost examples, a tenant checklist and the newer e-Mitra WhatsApp option. The final demand notice, not an online estimate, determines what you need to pay.

First check: Jaipur JVVNL or Jodhpur JDVVNL?

JVVNL means Jaipur Vidyut Vitran Nigam Limited. Jodhpur's JDVVNL and Ajmer's AVVNL are different DISCOMs. Do not choose a portal just because its name looks similar. Check the supplier for your exact premises with the local electricity office or a nearby consumer's bill before applying.

If there is already a working connection at the property, ask whether you need a name transfer or load change instead. A newly purchased home does not automatically need a second meter. Construction supply, agricultural pumps and industrial connections also need their own categories; the domestic examples below do not cover them.

Which application route should you use?

  • Bijli Mitra: the main route covered here. Its public page has registration, a demand calculator, application tracking and payment options.
  • e-Mitra / WhatsApp: an additional route for Jaipur DISCOM services. See the separate WhatsApp section below; save the application acknowledgement whichever route you choose.
  • Business approvals: the National Single Window System also lists JVVNL new connections. Its pre-establishment approval listing is not a complete household connection-cost guide.

Do not submit duplicate applications through different channels to chase a slow response. First ask whether an existing application can be corrected or followed up.

Documents for owners and tenants

The Rajasthan government's combined application PDF contains three DISCOM forms. Use the Jaipur form on PDF pages 2-7, especially its checklist on page 7.

  • Identity: an accepted ID such as Aadhaar, voter ID, passport or driving licence.
  • Owner: an accepted premises document, for example a registry, patta, sale deed, allotment letter or government possession letter.
  • Tenant / occupier: rent deed or owner consent. The published checklist also provides an indemnity-bond route where consent is absent.

Check the current form and ask the subdivision about the applicable declaration and stamp-paper requirements before buying a stamp paper. A tenancy or ownership dispute cannot be resolved merely by uploading an electricity application.

Prepare clear, complete scans and keep the originals. Match the applicant's name, property address and contact number across the documents. Have an electrician help prepare your appliance/load details and identify any installation certification needed for your premises. Follow the upload limits displayed in the current portal.

For small connections, the central consumer-rights rules specify a simplified application-document requirement up to 10 kW. If extra documents are demanded, ask which requirement applies to your case rather than assuming every field in an older combined form is mandatory. See Rule 4(9), consumer-rights rules.

Apply through Bijli Mitra

  1. Open Consumer Login and use First Time Users Register if needed. Complete mobile verification.
  2. Sign in, choose Register Application and the appropriate connection type.
  3. Enter the applicant, premises, category, load and phase details. Upload the required documents.
  4. Review and submit. Save the generated application ID and a copy of your application.
  5. Pay the application amount or demand notice against that ID when issued, and retain the receipt.

These steps follow JVVNL's applicant manual. Screen wording can change. A registration acknowledgement is not confirmation that the documents, site conditions or supply have been approved.

JVVNL new connection charges: checked examples

Use the official Demand Calculator for a preliminary figure. The following outputs were checked on 8 September 2026. All use DS (domestic), urban, owner, permanent, single-phase LT supply and zero additional line-extension amount.

*The estimator labels this component Fixed Charges. Here it is part of a connection estimate, not the monthly fixed charge on an electricity bill. ARF, additional amount and CTPT security were zero in these examples.

Important: calculator choices do not establish which meter is available or permitted at your address. Ask JVVNL to confirm the meter type. Rural premises, tenants, different phases and network work can change the estimate. The portal itself warns that its service-line estimate is tentative and depends on actual site conditions.

The combined smart/prepaid label is a meter option, not confirmation of your billing mode. Ask whether consumer security applies to the approved mode; a calculator output is not a ruling on which charges are legally payable.

Do not choose an inadequate load simply to match the cheapest row. Start with the appliances you actually need, then discuss load and phase with your electrician and subdivision. Our sanctioned-load tool can help you prepare that discussion; it does not approve a connection.

How to read and pay the demand notice

A demand notice is the DISCOM's request for payment against your application. Check the applicant, address, load, phase, meter option, due date and each charge before paying. Ask for a written breakdown if it differs from your saved calculator estimate.

On Bijli Mitra, use the demand/service-payment option under Quick Pay, not the normal electricity-bill payment form. It asks for an application ID. After payment, download the corresponding demand/security-deposit receipt and check the application again.

A listing that says the application fee is nil does not mean the meter, security deposit and connection work are free. Similarly, an electricity-consumption subsidy does not by itself waive connection charges. Any concession should appear in the applicable scheme or your demand notice.

If a debit occurs without a receipt, record the transaction reference and ask the payment helpdesk to trace it before attempting another payment. Do not send payment to a personal account on the strength of a phone call.

Can you apply through e-Mitra WhatsApp?

Yes, a new route has been announced for Jaipur DISCOM. In her public service update, Arti Dogra describes new-connection applications, demand payments, tracking and receipt downloads.

An August 2026 report quoting Rajasthan officials gives 9461062705 as the e-Mitra WhatsApp number. Verify it through official e-Mitra before sharing documents. Send Hi, select the electricity service and look for the JVVNL new-connection option.

We checked the announcement, not a completed WhatsApp application. Menus and eligibility may change. If the option is missing, use Bijli Mitra or an authorised e-Mitra centre. Save the acknowledgement; starting a chat alone does not create an approved connection. Never share your password, UPI PIN or an OTP with someone claiming to process it for you.

Track your application and respond to objections

On the Bijli Mitra login page, select Track App/Vigilance, then New Connection, and enter your application number. Keep the original ID even if a newer reference is issued. This is separate from tracking an electricity complaint.

  • Document problem: obtain the exact objection, correct the file or mismatch and retain the resubmission acknowledgement.
  • Payment not recorded: provide the application ID, demand notice and transaction receipt. Ask which payment entry is missing.
  • Site or network work pending: ask what work remains, who is responsible and what completion date applies.
  • Paid but no meter: request the remaining approval or installation step in writing rather than submitting a fresh application.

These are follow-up situations, not a verbatim list of portal status labels. Keep dated screenshots and every response together so the next official can see the history.

How many days should a new connection take?

The central 2024 consumer-rights amendment shortened the ordinary limits to 3 days in metropolitan areas, 7 in other municipal areas and 15 in rural areas. The clock concerns an application complete in all respects; network extensions and new substations have separate provisions.

Do not read this as an unconditional three-day promise for every address in Jaipur district. Ask the subdivision to confirm your area's classification, the date your application became complete and any network-work exception. Use the current RERC supply-code and service-standard regulations for the requirement applicable to your case, not a timeline copied from an old blog.

For an unexplained delay, first write to the subdivision shown on your application or demand notice. Request an acknowledgement, the pending step and a completion date. If unresolved, follow the applicable Consumer Grievance Redressal Forum and Electricity Ombudsman procedure. Before the first electricity bill arrives

Keep the application, demand notice, payment receipts and installation record. Note the consumer/K-number, meter number, initial reading and installation date. Check that your name, category and sanctioned load match the approved details.

Where do I apply online for a JVVNL new electricity connection?
Use JVVNL's Bijli Mitra portal, register or sign in, and start the connection application. Confirm that your premises fall under Jaipur DISCOM, not Jodhpur JDVVNL or Ajmer AVVNL. Keep the application ID for payment and tracking.
Is the JVVNL new connection free if the application fee is nil?
No. The application fee is only one component. Connection work, consumer security, meter-related amounts and other applicable charges can still be payable. Check the itemised demand notice and any concession explicitly granted to your application.
Can a tenant apply for a Jaipur DISCOM electricity connection?
The published JVVNL form includes tenant and occupier applicants. Confirm the current premises-proof, consent or indemnity requirements with the subdivision before preparing documents. A connection does not settle a property dispute.

No. The figures in this guide are dated outputs from the official demand calculator for stated urban, owner, single-phase domestic assumptions. Meter type, premises, phase, category and network work can change the result; the final demand notice governs payment.
