Who each rate applies to
Domestic-A — above 0.5 kW to below 5 kW
The ordinary household category. Five telescopic slabs on a ₹70/kW/month fixed charge, with the Government of Assam subsidy already applied.
Domestic-B — 5 kW to 30 kW
Larger domestic connections. The underlying rate is a flat ₹7.74 at every slab; only the size of the State subsidy changes, so the effective rate rises from ₹6.75 to ₹7.74.
Jeevan Dhara — 0.5 kW and 1.5 kWh/day
The lifeline category: ₹40 per connection per month (not per kW) and an effective ₹3.35/unit. Consume more than 45 units a month for two consecutive months and APDCL moves you to Domestic-A.
ℹ️ Assam splits domestic supply by sanctioned load first, then by consumption. Below 5 kW you are Domestic-A with five telescopic slabs; from 5 kW you are Domestic-B, where the underlying rate never changes and only the subsidy shrinks. Both pay ₹70/kW/month. The rates here are the effective rates after the Government of Assam's subsidy, which is what your bill charges. The underlying full-cost tariff is higher — ₹5.99 on the first slab against an effective ₹4.25 — and the difference is a State commitment rather than a permanent feature of the tariff. AERC has also introduced an optional Time-of-Day tariff for Domestic A and B — a rebate during solar hours and a surcharge in the evening peak — which is not modelled here.

What separates them is the fixed charge, which ranges from ₹65/kW for an EV charging station to ₹165/kW for general purpose supply. Time-of-Day tariff is optional for LT Commercial, General Purpose and EV charging and is not modelled here.

The CGRF order, or proof the forum missed its deadline
Two deadlines worth knowing. Under the central Electricity Rights of Consumers Rules a grievance should normally be decided within 30 days and in any case within 45. And if the paper you received is an assessment under Section 126 for unauthorised use rather than an ordinary bill, it does not go to the CGRF at all — it is appealed to the Appellate Authority under Section 127, usually within 30 days.
