TheDiscomBill helps you understand electricity bills. Our estimates, guides and reviews are independent information, not an official bill or a promise of a refund. These terms explain what you can expect and what we ask of you.

1. About these terms

In these Terms of Use (also called Terms of Service), “TheDiscomBill”, “we” and “our” refer to the service available at thediscombill.com. “You” means the person using it. Please read these terms before using the service. By using it, you agree to these terms to the extent permitted by applicable law. If you do not agree, please stop using the service.

We are independent and are not a DISCOM, electricity supplier, regulator or government body. Mentioning a utility, scheme or tariff order does not imply an affiliation or endorsement.

2. Calculators, guides and bill self-checks

Our calculators, tariff data, articles and OCR self-checks provide estimates and general information. They are not personalised legal, financial or engineering advice. A result depends on your inputs, the tariff version and the assumptions supported by that tool.

  • Actual charges can differ because of billing dates, meter readings, consumer category, load, arrears, subsidies, taxes, adjustments, rounding or later tariff orders.
  • OCR can misread a bill. Check extracted numbers against the original document before using a result. A flagged difference is a reason to investigate, not proof of an error.
  • Saved pages and offline app data can be out of date. Check the applicable official order and your DISCOM's current requirements before making a decision.

A calculated or downloaded bill preview is not an invoice, payment receipt or official DISCOM document. You remain responsible for payments, applications and complaint deadlines. Using this site does not pause a due date, disconnection process or appeal deadline.

3. Expert bill reviews and complaints

You can submit bills, supporting documents and a description of your concern for review. A submission enters a review queue; assignment and acceptance depend on reviewer availability and whether the complaint is within our scope. Chat becomes available when an expert accepts the complaint. Submitting a request does not guarantee acceptance or a particular response time.

A review explains charges, identifies possible discrepancies and suggests practical next steps based on the information you provide. A reviewer may need more documents or may be unable to reach a conclusion. Keep copies of your original records and check any recommendation.

We do not act as your lawyer or authorised representative, file a formal complaint on your behalf, or decide disputes. We cannot amend a DISCOM bill, restore supply or guarantee a refund, compensation or a successful complaint. A request here is not an official complaint to your DISCOM, a Consumer Grievance Redressal Forum or an Electricity Ombudsman.

For an outage, electrical hazard or urgent disconnection issue, contact your DISCOM or the appropriate emergency service directly. Do not wait for a website review.

4. Accounts, documents and privacy

Account creation and document submissions are for people aged 18 or older. Provide accurate information, keep your login secure and contact us if you suspect unauthorised account access. If you submit someone else's bill, you must have permission to share their information and request a review.

Upload only documents relevant to your concern. Do not submit passwords, OTPs, card details or unrelated identity documents. Hide information that the review does not need, while keeping the billing details needed to examine the complaint readable.

You keep ownership of the material you submit. You give us a limited, non-exclusive permission to store, process and share it with the reviewers and service providers needed to deliver and administer the requested service, as described in our Privacy Policy. This is not permission to publish your bills or use them in advertising.

The Privacy Policy explains data handling, access, retention and deletion requests; our Cookie Policy explains cookies and browser storage. Agreeing to these terms does not replace any separate consent required for optional data processing.

5. Free services and future fees

Our calculators, guides, bill self-checks and expert bill reviews are currently free. Charges from your DISCOM or another provider are separate from our service.

If we introduce paid features, we will show the price, scope, payment terms and applicable cancellation or refund conditions before you agree to purchase. We will not charge you for earlier free use or automatically turn a free review into a paid service without your agreement.

6. Use the service responsibly

You must not use the service to break the law, impersonate someone, submit knowingly false complaints, falsify documents, harass reviewers or users, or infringe another person's rights. Do not upload malicious files, try to access another user's records, bypass security controls or disrupt the service with abusive requests or automation.

Ordinary browsing, linking and legitimate search-engine indexing are welcome. Automated access must respect published access limits and must not compromise privacy or availability.

8. Availability and account restrictions

Features may be interrupted or changed for maintenance, security, technical or operational reasons. We do not promise uninterrupted access or permanent availability of every feature. Keep your own copies of important documents and review responses.

We may restrict access or decline a submission where reasonably necessary to address abuse, a security risk, a legal requirement or a material breach of these terms. Where practical and lawful, we will explain the reason and allow you to contact us about it. An account restriction does not remove any data rights you have under applicable law.

9. Liability and your rights

We aim to provide useful, accurate information, but the service is provided on an “as is” and “as available” basis. To the extent permitted by law, we do not give warranties that every estimate or review will be complete, error-free or suitable for a particular purpose.

To the extent permitted by law, we are not liable for indirect or consequential losses, lost profits or business interruption arising from use of the service. We are not responsible for a DISCOM's charges or decisions merely because you used our tools or reviews.

Nothing in these terms excludes or limits liability that cannot lawfully be excluded or limited, or takes away consumer rights or remedies available under applicable law. This includes rights under the Consumer Protection Act, 2019 where it applies. These limits do not excuse fraud or other conduct for which liability cannot legally be excluded.

10. Changes and applicable law

We may update these terms as the service or legal requirements change. We will post the revised version and its effective date here. For material changes affecting account services, we will provide an appropriate notice on the site or through the account contact details, and seek agreement where required. Changes will not create retrospective fees.

These terms are governed by the laws of India, subject to any mandatory protections that apply to you. Nothing here restricts your right to approach a court, consumer commission or other authority with lawful jurisdiction, or requires you to waive a statutory remedy.

If a provision is found unenforceable, the remaining provisions continue to apply to the extent permitted by law.
