How to Read Your TPCODL / Odisha Electricity Bill
Odisha is one of the simpler states to check an electricity bill in — one uniform OERC tariff applies across all four Tata Power distribution companies (TPCODL around Bhubaneswar–Cuttack, TPNODL in the north, TPWODL in the west and TPSODL in the south), and the domestic rates have not changed since April 2024. This guide decodes each line of the bill and shows how to recompute the total yourself.
One tariff, four DISCOMs
The Odisha Electricity Regulatory Commission (OERC) sets a single retail tariff for the whole state in its annual Retail Supply Tariff order. The FY 2026-27 order (24 March 2026) retained the existing rates for the third year running, so whichever TP company bills you, the schedule below applies. The energy charge — telescopic slabs
Domestic (LT) consumption is billed telescopically — each band's rate applies only to the units inside that band:

Example: 300 units = 50 × ₹2.90 + 150 × ₹4.70 + 100 × ₹5.70 = ₹1,420. These rates have been in force since 1 April 2024, when OERC cut every slab by 10 paise.
MMFC — the fixed charge per kW
The Monthly Minimum Fixed Charge for domestic connections is ₹20 for the first kW of connected load and ₹20 for each additional kW — effectively ₹20/kW/month. A typical 2 kW household pays ₹40. Commercial (General Purpose) connections pay ₹30/kW, with energy slabs of ₹5.90 / ₹7.00 / ₹7.60 at 100 and 300 units.
Kutir Jyoti — the flat ₹70 tariff
BPL households under the Kutir Jyoti scheme who stay within 30 units a month pay a single flat charge of ₹70/month — no energy charge, no per-kW MMFC. If consumption exceeds 30 units, the regular domestic schedule applies instead, which is why a small overshoot can change the bill's shape entirely.
Rebates most people miss
- Prompt-payment rebate: 10 paise/unit for LT domestic and General Purpose consumers who pay by the due date.
- Digital-payment rebate: 4% for LT domestic and single-phase GP consumers paying electronically — one of the most generous digital rebates in India.
- Rural discount: a further 10 paise/unit for rural domestic consumers billed on actual meter reading.
On a ₹1,500 bill the digital rebate alone is worth about ₹60 a month — worth switching payment mode for.
Other lines on the bill
- Electricity duty — a small state levy under the Odisha Electricity (Duty) Act, charged over and above the OERC tariff; for domestic connections it is a few paise per unit, far below the 5–16% seen in many states.
- Meter reading & status — check the reading is marked actual, not estimated/provisional; estimated months are trued-up later and cause catch-up bills.
- Arrears / DPS — outstanding amounts from earlier bills; pay the current month by the due date to keep the prompt-payment rebate.
