Electricity Duty on Your Bill: What It Is and How States Differ

The "ED" or "Electricity Duty" line on your bill is not a DISCOM charge at all — it is a state government tax collected through the bill and passed to the state treasury. Because each state legislates its own duty, the same consumption can carry a very different tax burden depending on where you live.

How duty is levied

States use one of two bases:

  • Percentage of charges — duty as a % of the energy charge (and in many states the fixed charge and fuel surcharge too). Because FPPA is added first, a fuel surcharge increase also raises the duty rupees.
  • Paise per unit — a flat ₹/kWh levy independent of the rate you pay.

The percentage varies enormously by state and by consumer category. Among the schedules on our tariff pages, Maharashtra domestic carries one of the highest percentage duties, Delhi and Tamil Nadu sit at the low single digits, and Karnataka publishes duty-inclusive tariffs — no separate ED line appears on a BESCOM bill at all.

Who is exempt

Exemptions are also state policy. Common ones: agricultural pumpsets, lifeline/BPL domestic slabs, government water works, and some industries during promoted periods. If your category is exempt, the ED line should print zero — worth checking after any category change on your bill.

How to check yours

  1. Open your state's page from the tariff directory — the "Additional charges" row of each category card shows the duty applied.
  2. Verify the base: recompute duty% × (energy + fixed + FPPA) — if the printed figure is higher, the bill may be compounding on arrears, which is worth a complaint.

Are any consumers exempt from electricity duty?
