Power Factor, kVAh Billing and PF Penalty Explained

Power factor (PF) is the fraction of the electricity you draw that does useful work: PF = kW ÷ kVA, ranging from 0 to 1. Motors, welders and old ballasts draw "reactive" current that loads the network without doing work, dragging PF down. DISCOMs recover that burden two ways — an explicit PF penalty on kWh tariffs, or kVAh billing, where energy is metered as kWh ÷ PF so a poor power factor inflates your billed units automatically. Households are almost never affected; commercial and industrial connections routinely are.

Power factor in plain terms

Think of a mug of beer: the liquid is kW (real power that does work), the foam is kVAR (reactive power that fills the mug without quenching thirst), and the whole mug is kVA (apparent power the network must carry). PF is liquid ÷ mug:

  • PF = 1.0 — purely resistive load (heaters, incandescent bulbs). All current does work.
  • PF ≈ 0.8 — typical uncorrected motor-heavy load. The network carries 25% more current than the useful power requires.
  • Low PF hurts the grid, not the appliance: cables, transformers and generators are sized by kVA, so reactive current wastes their capacity and increases losses. That's why regulators let DISCOMs charge for it.

Reading PF off your bill — and the arithmetic check

  1. Find the PF field (bills print the month's average PF, computed from kWh and kVAh registers).
  2. On kVAh billing: check kVAh ≈ kWh ÷ PF. If the bill shows kWh 9,000, PF 0.9, the kVAh line should read ~10,000. A mismatch means a register or data-entry error.
  3. On kWh billing with a penalty line: confirm the month's PF is actually below the threshold in your tariff order before the penalty percentage is applied — reviewers regularly find penalties applied at compliant PF.

Fixing a low power factor

  • Capacitor banks — the standard fix. Capacitors supply the reactive current locally so the grid doesn't have to; automatic PF-correction (APFC) panels switch capacitor steps to track the load and hold PF near unity.
  • Payback is fast where kVAh billing applies: raising PF from 0.85 to 0.99 cuts billed units by ~14% for the same real consumption, and demand billed in kVA falls with it.

What is a good power factor for an electricity connection?
As close to 1.0 (unity) as practical. Most tariff orders treat roughly 0.9 and above as compliant; incentives, where offered, typically start above 0.95. Below the threshold, kWh tariffs add a PF surcharge, and kVAh tariffs inflate billed units automatically.
Does power factor affect home electricity bills in India?
