How to Get a New KSEB Electricity Connection Online (WSS Portal)
Kerala has one electricity distributor for the whole state, so every new domestic connection goes through KSEB — and almost all of it happens on one site: the Web Self Service (WSS) portal at wss.kseb.in. The LT application fee is a flat ₹50, and small connections that need nothing more than a weather-proof service drop qualify for KSEB's package connection — energised in as little as two working days. Here is the whole flow: documents, fees, the one paper step that remains, and what to do if it stalls.
1. The WSS portal — one login for the whole state
KSEB's WSS portal handles new LT service connections end to end: application, document upload, the ₹50 fee, status tracking and later your bills for the same consumer number. Register with a mobile number and email, choose New Connection, and pick your electrical section (the office that serves the premises — the portal narrows this by district).
- Domestic (LT-1) applications are fully online; the same portal also takes non-domestic and, via a separate flow, HT applications.
- Existing-connection changes — ownership transfer, load change, tariff change — are separate WSS services, not the new-connection form.
- Slab rates and fixed charges for what you will pay once live are on our KSEB tariff page.
2. Documents — and the tenant NOC rule
| Requirement | Accepted documents |
|---|---|
| Identity proof | Aadhaar, voter ID, passport, driving licence, ration card, PAN, or a photo ID certificate from the village panchayat / municipality. |
| Ownership / occupancy proof | Ownership certificate, attested title deed, land tax receipt (within the last year), possession certificate, or the building's occupancy certificate. |
| Tenants | Any occupancy proof plus a no-objection certificate from the owner — KSEB asks for the NOC explicitly. |
| New buildings | Approved building permit works as proof while the occupancy certificate is pending. |
Scan everything before you start — the portal takes PDF/JPEG uploads, and the original documents are shown once, at the site inspection.
3. The application, step by step
- Apply on WSS — fill the premises details, connected load and tariff (LT-1 domestic), upload documents, and pay the ₹50 application fee online.
- Print, sign, photograph. KSEB still wants one physical artefact: the system-generated application form, printed, signed and with a photo affixed. Hand it over at the site inspection along with the originals.
- Site inspection. The section's overseer checks the wiring, the service-drop distance and the load. Any line-extension cost is worked out here and communicated by SMS/email.
- Pay the demand — security deposit plus any service-connection charges, payable online on WSS.
- Energisation. For a package connection — broadly, a small LT supply needing only a weather-proof service wire of up to ~35 m from the post — KSEB's own promise is about two working days when no earlier application is pending in the queue for that category. Your 13-digit consumer number arrives by SMS.
4. What it costs
- ₹50 application fee for any LT new connection — the only amount due at submission.
- Security deposit — set from the connected load and expected consumption, held against future bills, refundable with interest on surrender.
- Service-connection charges — nil to modest when the premises is within a standard service drop; a costed estimate when poles or line extension are needed, decided at inspection.
Nothing is payable in cash to field staff. Estimate the monthly bill for your planned load and usage with the bill calculator — Kerala's telescopic slabs make the first connection size decision worth five minutes' thought.
5. Timelines and escalation
Beyond the two-day package promise, the Electricity (Rights of Consumers) Rules, 2020 back-stop every case: energisation within 7 days in metropolitan areas, 15 days in other municipal areas and 30 days in rural areas once the paid application is complete — line-extension cases follow KSERC's Standards of Performance.
- Track it: the WSS dashboard shows the application stage; the portal also publishes the pending-applications queue per section, so you can see exactly where you stand.
- Stalled? Call 1912 with the application number, then the section's Assistant Engineer. The next step is a written complaint to KSEB's CGRF citing the 2020 Rules — delay compensation is payable under the KSERC SoP.
- Once live, decode your first bill with our reading guides and check the slab math on the KSEB tariff page.
