Smart Meter Recharge Failed or Balance Not Updated? What to Do
A prepaid recharge normally reflects on the meter within minutes — so when money leaves your account and the balance doesn't move, it feels alarming. In almost every case the money is not lost: it is either still settling, waiting for the meter to come back online, or sitting against a wrong consumer number. This guide walks through the fix for each case, the refund timelines, and what evidence to keep so a complaint resolves fast.
First: give it 30 minutes, then check in the right place
Recharge money passes through several systems — your bank/UPI app, the payment aggregator or BBPS, the DISCOM's billing system, and finally the meter itself. Each hop can add delay, especially in the evening rush when everyone recharges at once. Before treating it as failed:
- Check the payment status in the app you paid from. "Pending" means the money hasn't reached the DISCOM yet — most pending UPI transactions auto-resolve (success or auto-refund) within a few hours.
- Check the balance in the DISCOM's own app or portal, not just the meter display. The billing system often credits first and pushes to the meter afterwards.
- Check the meter display last. If the app shows the new balance but the meter doesn't, the meter is likely offline (weak network) — the balance syncs when it reconnects, and your supply is unaffected in the meantime if it was on.
Money deducted, balance not updated — the three causes
| What happened | How it resolves |
|---|---|
| Settlement lag — payment succeeded but is still travelling between the aggregator and the DISCOM | Self-resolves, usually within a few hours (occasionally up to 24–48 h on a banking holiday). Keep the transaction ID; don't recharge again immediately or you may double-pay. |
| Transaction actually failed — money debited, payment marked failed | Auto-refund to the paying account, typically within 3–7 working days under UPI/card chargeback rules. If it doesn't arrive, raise it with the payment app AND your bank, quoting the UTR/transaction ID. |
| Wrong consumer/meter number — payment succeeded, but into someone else's account | Won't self-resolve. Complain to the DISCOM in writing with the receipt; they can trace where the credit landed and transfer it. This is the slowest case — double-check the number every time. |
One more possibility if the balance updated but supply didn't return: the reconnection command may not have reached the meter — see getting power back after a recharge.
The escalation path (and the evidence that wins)
- Save everything now: payment screenshot, transaction/UTR number, date-time, the consumer number you entered, and the meter's balance screen.
- Payment app first if the app shows failed/pending — their support handles refunds for their own leg of the transaction.
- DISCOM next if the payment shows success: call 1912 or use the DISCOM app/portal complaint section, quoting the UTR. Ask for a written complaint number.
- Escalate in writing to the sub-division office if unresolved in a week, then the DISCOM's Consumer Grievance Redressal Forum (CGRF). Money-trail cases with a UTR almost always resolve at step 3.
Avoiding a stuck recharge next time
- Recharge before the balance is critical — a stuck payment at 11 pm with ₹2 left is the worst case. Our recharge calculator shows how many days your current balance really has.
- Save your consumer number in the payment app rather than typing it each time.
- Prefer the DISCOM's own app/portal for large recharges — one hop fewer than third-party channels.
- Keep one month's bill as the recharge size so a single failure never becomes an emergency.
