Smart meters are not designed to overbill — but bills genuinely do jump for many consumers right after one is installed, and the reasons are usually mundane: the old meter was slow, stuck or being estimated, and the new one measures everything. This guide explains why the jump happens, how to test your own meter in about 30 minutes with nothing but an appliance you already own, and how to demand an official accuracy test if the numbers still don't add up.

Why bills jump right after a smart meter is installed

Before assuming the new meter is fast, rule out the four common causes — none of which involve a defective meter:

Can a smart meter actually run fast?

Any meter can be defective, but a smart meter is less likely to over-read than what it replaced. Smart meters are static (electronic) meters of accuracy class 1.0 — permitted error within ±1% — while the old disc meters were typically class 2.0 (±2%) and drifted further with wear. There is also no mechanism for a DISCOM to "speed up" a meter remotely: the meter firmware is sealed and readings are logged in the meter's own memory, which is exactly what makes the self-test below conclusive.

What a smart meter does do is capture consumption the old setup missed: small standby loads around the clock, accurate low-current measurement, and every single day metered instead of estimated. That is measurement completeness, not over-reading.

The 30-minute self-test

You need one appliance whose wattage you trust — a 2,000 W (2 kW) geyser or room heater is ideal because its draw is steady:

  1. Switch off everything at the main board except one light so you can see. Note the meter reading (or the reading in your DISCOM's smart-meter app) to two decimals.
  2. Run the known load for exactly 30 minutes. A 2 kW appliance for half an hour should consume almost exactly 1.0 unit (2 kW × 0.5 h).
  3. Read the meter again. Within class-1 tolerance you should see 0.98–1.02 units. If the meter shows, say, 1.3 units for that half hour, you have real evidence of over-recording — proceed to the official test.

Two refinements: run the test twice to rule out a fridge or pump cycling on somewhere, and remember heater elements vary a little with supply voltage — a result within ±5% of expected is normal for this informal method. Also check the bill's multiplying factor is printed as 1 for a domestic single-phase meter; a wrong MF multiplies every unit.

The official route: demand a meter accuracy test

Every state's Electricity Supply Code gives you the right to have your meter tested:

  1. Apply at your sub-division office (or the DISCOM's online consumer portal) for a meter accuracy test, citing your self-test result. A small testing fee applies — it is refunded or adjusted in your bill if the meter turns out defective.
  2. Ask for a check meter. The DISCOM installs a second, tested meter in series with yours for a cycle or two; the readings are compared. This is the cleanest evidence either way.
  3. Lab test. Alternatively the meter is removed in your presence, sealed, and bench-tested at the DISCOM's meter lab (you can ask to witness the test).

If the meter is confirmed fast, the supply code requires the DISCOM to revise your bills for the affected period (typically capped at a defined number of months) and replace the meter free of cost.

If the DISCOM doesn't act

Escalate in order: a written complaint with your test evidence to the executive engineer → the DISCOM's Consumer Grievance Redressal Forum (CGRF) → the state Electricity Ombudsman. Keep the self-test numbers, photos of the meter display and every bill — cases with arithmetic win.
