Wrong bill in Delhi? Where to complain

Complain in this order and keep the complaint number at every step. Skipping a step is the commonest reason a genuine billing complaint is returned unheard.

StepWhere it goesWhat you need
1. DISCOM complaint deskBRPL (BSES Rajdhani) · BYPL (BSES Yamuna) · Tata Power-DDL (TPDDL) · NDMC, or the 24×7 helpline 1912Consumer number, bill number, the one disputed line, and a meter photo
2. Consumer Grievance Redressal Forum (CGRF)File with the CGRF, under DERC regulationsThe first complaint number, and what the DISCOM did or failed to do about it
3. Electricity OmbudsmanOffice of the Electricity Ombudsman, appointed by DERCThe CGRF order, or proof the forum missed its deadline

Two deadlines worth knowing. Under the central Electricity Rights of Consumers Rules a grievance should normally be decided within 30 days and in any case within 45. And if the paper you received is an assessment under Section 126 for unauthorised use rather than an ordinary bill, it does not go to the CGRF at all — it is appealed to the Appellate Authority under Section 127, usually within 30 days.

Frequently asked questions

How is the electricity bill calculated in Delhi?
Delhi bills combine slab-wise energy charges, a fixed/demand charge per kW (or kVA), a fuel & power purchase adjustment (FPPA) and electricity duty. Use our free calculator to get an itemised provisional bill for your DISCOM.
Which electricity distribution company serves my area in Delhi?
Delhi is served by 4 DISCOMs: BRPL (BSES Rajdhani) (South & West Delhi); BYPL (BSES Yamuna) (East & Central Delhi); Tata Power-DDL (TPDDL) (North & North-West Delhi); NDMC (Lutyens' Delhi — Central Government area). Open your DISCOM above for its full tariff and an indicative bill.
What is the cheapest domestic electricity rate in Delhi?
The lowest domestic energy charge across Delhi DISCOMs starts at about ₹3 per unit (lowest slab), before fixed charges, FPPA and duty. Exact rates depend on your DISCOM and consumption slab.
Where do I complain about a wrong electricity bill in Delhi?
File first with your DISCOM — BRPL (BSES Rajdhani), BYPL (BSES Yamuna), Tata Power-DDL (TPDDL), NDMC — or on the 24×7 helpline 1912, and keep the complaint number. If it is not resolved, escalate to your DISCOM's Consumer Grievance Redressal Forum (CGRF) and then to the Electricity Ombudsman, both constituted under DERC regulations. A grievance should normally be decided within 30 days and in any case within 45.
