  • Electricity Duty₹0.10/unit
  • Municipal Tax₹0.05/unit

Who each rate applies to

DS Category I — sanctioned load up to 2 kW
Domestic connections with sanctioned load up to 2 kW. No fixed charge. The schedule is published only up to 100 units a month.
DS Category II — sanctioned load up to 5 kW
The schedule most Haryana households are billed on. No fixed charge up to 300 units a month; ₹50/kW/month once consumption crosses 300 units.
DS Category III — sanctioned load above 5 kW
Domestic connections with sanctioned load above 5 kW. Fixed charge ₹75/kW/month at every consumption level.

ℹ️ Haryana picks the domestic schedule by sanctioned load, not by consumption: up to 2 kW is Category I, up to 5 kW Category II, above 5 kW Category III. Category II — the default here — pays no fixed charge at all until monthly consumption crosses 300 units. Electricity Duty (10 paise/unit) and Municipal Tax (5 paise/unit) are per-unit levies, so they do not scale with the rest of the bill.

NDS / LT Supply (Non-Domestic)

Supply typeEnergy chargeFixed chargeDuty & other
LT Supply — up to 10 kW
  • Above 0 units₹6.45/unit
₹100/kW/mo
  • Electricity Duty₹0.10/unit
  • Municipal Tax₹0.05/unit
LT Supply — above 10 kW and up to 20 kW
  • Above 0 units₹6.80/unit
₹100/kW/mo
  • Electricity Duty₹0.10/unit
  • Municipal Tax₹0.05/unit
LT Supply — above 20 kW and up to 50 kW
  • Above 0 units₹6.60/unit
₹250/kW/mo
  • Electricity Duty₹0.10/unit
  • Municipal Tax₹0.05/unit

Who each rate applies to

LT Supply — up to 10 kW
Shops, offices and other non-domestic connections up to 10 kW. Energy is charged on kVAh (apparent units), so a poor power factor raises the bill directly.
LT Supply — above 20 kW and up to 50 kW
The energy rate drops to ₹6.60/kVAh at this band but the fixed charge rises to ₹250/kW/month. Above 50 kW the connection moves to the HT schedule.

ℹ️ The old Non-Domestic Supply schedule was merged into LT Supply, which is a flat rate per band of sanctioned load with no consumption slabs. Energy is billed on kVAh rather than kWh, so power factor feeds straight into the energy charge instead of a separate penalty.

Wrong bill in Haryana? Where to complain

Complain in this order and keep the complaint number at every step. Skipping a step is the commonest reason a genuine billing complaint is returned unheard.

StepWhere it goesWhat you need
1. DISCOM complaint deskDHBVN · UHBVN, or the 24×7 helpline 1912Consumer number, bill number, the one disputed line, and a meter photo
2. Consumer Grievance Redressal Forum (CGRF)File with the CGRF, under HERC regulationsThe first complaint number, and what the DISCOM did or failed to do about it
3. Electricity OmbudsmanOffice of the Electricity Ombudsman, appointed by HERCThe CGRF order, or proof the forum missed its deadline

Two deadlines worth knowing. Under the central Electricity Rights of Consumers Rules a grievance should normally be decided within 30 days and in any case within 45. And if the paper you received is an assessment under Section 126 for unauthorised use rather than an ordinary bill, it does not go to the CGRF at all — it is appealed to the Appellate Authority under Section 127, usually within 30 days.
