How to Get a New Electricity Connection in Haryana (DHBVN / UHBVN eConnection)

Haryana's two DISCOMs take new-connection applications on dedicated eConnection portalseconnection.dhbvn.org.in for South Haryana and econnection.uhbvn.org.in for the north — not the general Antyodaya Saral portal, which handles other government services. The flow is simple, but one rule catches applicants out: charges must be paid within 7 days of applying or the application is cancelled. Here is the whole process — which portal is yours, documents, fees and the timelines you can enforce.

1. DHBVN or UHBVN — which portal is yours?

  • DHBVN (Dakshin Haryana Bijli Vitran Nigam) serves South Haryana — Gurugram, Faridabad, Hisar, Rewari, Narnaul, Bhiwani, Sirsa, Fatehabad, Jind, Palwal and nearby districts. Apply on econnection.dhbvn.org.in.
  • UHBVN (Uttar Haryana Bijli Vitran Nigam) serves the north — Panchkula, Ambala, Kurukshetra, Karnal, Panipat, Sonipat, Rohtak, Yamunanagar, Kaithal and around. Apply on econnection.uhbvn.org.in.

Tenants can apply: supply is the occupier's right under Section 43 of the Electricity Act, 2003 — rent deed plus the owner's consent (or an indemnity bond) is the accepted trail in both DISCOMs.

3. The application, step by step — mind the 7-day rule

  1. Register on your DISCOM's eConnection portal with mobile OTP, then choose the connection type — Domestic, Non-domestic/Commercial, Agriculture or Industrial.
  2. Fill the form: district → sub-division, premises address, sanctioned load requested and the appliance list. Ask only for the load you need — the monthly fixed charge is per sanctioned kW (see our load-sizing guide).
  3. Upload documents and pay. The processing fee is nominal (₹20 on DHBVN's schedule) and the portal shows a charges calculator for the rest. Pay whatever the portal demands within 7 days of applying — the application is auto-cancelled otherwise.
  4. Site inspection by the sub-division's JE to verify load and distance from the network; any service-line estimate is raised after this visit and is also payable online.
  5. Meter installation and energisation. Haryana is rolling out smart meters, so new urban connections generally get one. The account number arrives by SMS; the first bill follows in the next cycle.

4. What it costs

  • Processing fee — nominal, paid at submission (₹20 for a DHBVN domestic application).
  • Security deposit (ACD) — held against future bills, scaled to load and category, refundable on surrender.
  • Service connection charges — fixed per the sales circulars for a standard service drop; a costed estimate when line extension is needed.

5. Timelines and escalation

The Electricity (Rights of Consumers) Rules, 2020 require energisation within 7 days in metropolitan areas, 15 days in other municipal areas and 30 days in rural areas after a complete, paid application; line-extension cases follow the HERC Standards of Performance, which also prescribe delay compensation.

  • Track the application on the same eConnection portal (status, payments, inspection remarks).
  • Stalled? Call 1912 with the application number; escalate to the sub-division SDO — the portal names the office. DHBVN also takes complaints at dhcomplaints@dhbvn.org.in.
  • Formal remedy: a written complaint to the DISCOM's CGRF citing the 2020 Rules and the HERC SoP.
