How to Get a New PSPCL Electricity Connection Online (Punjab)

Punjab has a single DISCOM — PSPCL — and since 2021 every new-connection application is registered online, through the New Service Connection (NSC) flow reached from pspcl.inNew Connection. The portal is genuinely self-service — it shows your application, payment and document timelines, and even the phone number of the XEN handling your file — but it also enforces a hard deadline: upload the A&A form and pay within 30 days, or the application cancels itself. Here is the whole flow.

1. The NSC portal — and what the A&A form is

From pspcl.in, New Connection opens the online NSC application (hosted on PSPCL's connections portal). Register with mobile OTP, and note two PSPCL-specific things:

  • The A&A form — Application & Agreement — is the signed contract between you and PSPCL. The portal generates it; you print, sign and upload it back. An application without the A&A form is not complete.
  • Everything is tracked in your login: application status, charges, payment history, a Document Timeline (where the demand notice appears for download) and the XEN contact details for your division.

2. Documents

Tenants: a rent or lease deed is accepted as occupancy proof — supply is the occupier's right under Section 43 of the Electricity Act, 2003; an indemnity bond covers the case where the owner will not sign.

3. The application, step by step — mind the 30-day rule

  1. Register and fill the NSC form: district → division → sub-division, category (DS for a home), and the load you need. Fixed charges scale per kW, so size it honestly — our load guide shows the trade-off.
  2. Upload documents (PDF/JPG) and pay the processing fee online.
  3. Download, sign and re-upload the A&A form. Both the A&A upload and the security payment must happen within 30 days of applying — the portal cancels the application after that.
  4. Demand notice. PSPCL raises the charges — ACD (advance consumption deposit), meter security and any service-line cost per the Schedule of General Charges — and the notice lands in your Document Timeline for download. Pay online.
  5. Inspection and meter. The sub-division verifies the premises wiring and installs the meter; your account number arrives by SMS and the first bill follows in the next cycle.

4. What it costs

  • Processing fee — small, paid at application.
  • ACD (advance consumption deposit) — roughly ₹1,000–₹3,000 for typical domestic loads, held against your future bills and refundable on surrender.
  • Meter security — a separate deposit for the meter itself, per the Schedule of General Charges.
  • Service-line charges — nil to modest within a standard service drop; a costed estimate when line extension is needed.

Every rupee is demanded and paid through the portal — no cash to field staff. Remember Punjab's domestic subsidy (zero bill up to 300 units for eligible households) applies only after the connection is in your name; project the post-subsidy bill with the bill calculator.

5. Timelines and escalation

The Electricity (Rights of Consumers) Rules, 2020 require energisation within 7 days in metropolitan areas, 15 days in other municipal areas and 30 days in rural areas once the paid, complete application (A&A included) is in; line-extension cases follow PSERC's Standards of Performance, which prescribe compensation for delay.

  • Track: the NSC login shows every stage; the XEN's name and number for your division are right there — use them.

  • Formal remedy: written complaint to the CGRF (Forum for Redressal of Grievances of Consumers), citing the 2020 Rules and PSERC SoP.
