How PSPCL is rated

A+ Integrated Rating · FY 2024-25

PSPCL scored 89.22 and ranks 11 of 54 state and private distribution utilities — up a grade from the 13th report.

The rating scores the utility’s financial and operational performance — AT&C losses, billing and collection efficiency, the gap between what supply costs and what it earns, and the regulatory support the utility gets. It is not a measure of supply reliability or customer service, and it does not affect your tariff.

Who each rate applies to

DS — sanctioned load up to 2 kW
Energy charge cut from ₹5.40 to ₹3.85/unit for the first 300 units in the FY 2026-27 order. Fixed charge ₹50/kW/month.
DS — above 2 kW and up to 7 kW
The band most Punjab households sit in. First 300 units at ₹4.25 (down from ₹5.72), the rest at ₹7.05. Fixed charge ₹70/kW/month, down from ₹75.
DS — above 7 kW and up to 20 kW
First 300 units at ₹5.00 (down from ₹6.44), the rest at ₹7.05. Fixed charge ₹100/kW/month, down from ₹110.
DS — above 20 kW/kVA and up to 100 kVA
Flat rate on all units, billed on kVAh. No consumption slabs at this size.

ℹ️ Punjab picks the domestic band by sanctioned load, not by consumption, and the slabs inside a band are telescopic — the first 300 units at the band's own rate, everything above at ₹7.05. PSERC reduced rates across every band for FY 2026-27. The State's 300 free units a month still apply on top, so many domestic bills settle at zero. Statutory levies are notified by the State Government rather than by PSERC. Electricity duty is included here at the rural rate of 15%; if your connection is in a municipal area the rate is 13%, so your bill will be about two points lower than this estimate. Cow cess and the infrastructure development fee are still not modelled, so your actual bill will carry a little more.

NRS (Non-Residential Supply / Commercial)

₹140/kVA/mo
NRS — EV Charging Stations
  • Above 0 units₹5.00/unit
₹0/mo

Who each rate applies to

NRS — sanctioned load up to 7 kW
Shops, offices and other non-residential connections up to 7 kW. First 500 units at ₹6.10 (down from ₹6.89), the rest at ₹7.10. Fixed charge ₹70/kW/month.
NRS — above 7 kW and up to 20 kW
Same energy rates as the ≤7 kW band; the difference is the fixed charge, ₹100/kW/month (down from ₹110).
NRS — above 20 kW/kVA and up to 100 kVA
Flat rate on all units, billed on kVAh.
NRS — EV Charging Stations
Cut from ₹6.28 to ₹5.00/kVAh in the FY 2026-27 order, with no fixed charge.

ℹ️ The NRS slab boundary is 500 units, not the 300 used for domestic. Above 20 kW the schedule switches to kVAh billing, so power factor feeds straight into the energy charge. Statutory levies notified by the State Government are not included here.

Understanding your PSPCL bill

Energy charge

The slab-wise price of the units consumed during the billing period. In telescopic slabs, each band is billed at its own rate.

Fixed charge

A monthly charge linked to sanctioned load, connected load, billing demand or consumer category. It applies even when usage is low.

Electricity duty

A statutory government levy. Depending on the state, it may apply on energy charges, fixed charges, or selected bill components.

FPPA (Fuel and Power Purchase Adjustment)

Fuel and power-purchase adjustment. It changes more often than the base tariff and may appear as a charge or a credit.

Arrears

Unpaid balance, corrections, security-deposit adjustments or previous-cycle amounts carried into the current bill.

LPSC

Late Payment Surcharge on overdue amounts. Check the due date and pay through the official DISCOM channel to avoid it.
