How JBVNL is rated

C- Integrated Rating · FY 2024-25

JBVNL scored 9.65 and ranks 53 of 54 state and private distribution utilities.

The rating scores the utility’s financial and operational performance — AT&C losses, billing and collection efficiency, the gap between what supply costs and what it earns, and the regulatory support the utility gets. It is not a measure of supply reliability or customer service, and it does not affect your tariff.

DS (Domestic Service)

Supply typeEnergy chargeFixed chargeDuty & other
DS Urban — areas under a Nagar Nigam, Parishad or Panchayat
  • Above 0 units₹7.40/unit
₹100/mo
DS Rural — areas outside municipal limits
  • Above 0 units₹7.20/unit
₹75/mo

Who each rate applies to

DS Urban — areas under a Nagar Nigam, Parishad or Panchayat
₹7.40/unit on a flat ₹100 per connection per month. No slabs — the same rate applies from the first unit to the last.
DS Rural — areas outside municipal limits
₹7.20/unit on a flat ₹75 per connection per month.

ℹ️ Jharkhand does not slab domestic supply at all — one rate applies to every unit, and the only split is rural against urban. The fixed charge is levied per connection rather than per kW, and JSERC directs JBVNL not to inspect premises for load verification on that basis, so sanctioned load does not change a domestic bill. The domestic schedule also catches any connection up to 5 kW of contracted demand that would otherwise be commercial, industrial or institutional. The Government of Jharkhand's free-electricity scheme covers domestic consumption up to 200 units a month. It is a State subsidy applied to the bill, not a tariff rate, and is not modelled here — the figures shown are the JSERC tariff before any subsidy. JSERC abolished meter rent for every category from FY 2026-27.

CS (Commercial Service)

Supply typeEnergy chargeFixed chargeDuty & other
CS Urban — commercial in municipal areas
  • Above 0 units₹7.30/unit
₹200/kW/mo
CS Rural — commercial outside municipal areas
  • Above 0 units₹6.70/unit
₹120/kW/mo
CS-HT — commercial at 100 kVA and above
  • Above 0 units₹8.00/unit
₹400/kVA/mo

Who each rate applies to

CS Urban — commercial in municipal areas
₹7.30/unit on ₹200 per kW per month.
CS Rural — commercial outside municipal areas
₹6.70/unit on ₹120 per kW per month.
CS-HT — commercial at 100 kVA and above
Supply at 6.6 kV and above, billed on kVAh: ₹8.00/kVAh on ₹400/kVA/month. Schools and colleges are excluded from this category.

ℹ️ Commercial reverses the domestic basis: the fixed charge is per kW, so load matters here in a way it does not for a household. Anything up to 5 kW of contracted demand is billed on the domestic schedule instead, which is cheaper on the fixed charge. At 100 kVA and above, supply moves to HT and is billed on kVAh against a ₹400/kVA demand charge, with billing demand taken as the higher of recorded maximum demand or 50% of contract demand.

Understanding your JBVNL bill

Energy charge

The slab-wise price of the units consumed during the billing period. In telescopic slabs, each band is billed at its own rate.

Fixed charge

A monthly charge linked to sanctioned load, connected load, billing demand or consumer category. It applies even when usage is low.

Electricity duty

A statutory government levy. Depending on the state, it may apply on energy charges, fixed charges, or selected bill components.

FPPA (Fuel and Power Purchase Adjustment)

Fuel and power-purchase adjustment. It changes more often than the base tariff and may appear as a charge or a credit.

Arrears

Unpaid balance, corrections, security-deposit adjustments or previous-cycle amounts carried into the current bill.

LPSC

Late Payment Surcharge on overdue amounts. Check the due date and pay through the official DISCOM channel to avoid it.
