The rate is set by the Karnataka Electricity (Taxation on Consumption) Act rather than by KERC, so it is not in the order; CEA records 9% on the energy charge. BESCOM bills also carry a separate 'FY25 True up Charges' line from May 2026 to Apr 2027, calculated from your FY2024-25 consumption and spread over 12 instalments; it is not a per-unit charge on this bill, so it is not included here.
