Who each rate applies to

LTDS-II — domestic (demand based)
The standard household category: five telescopic slabs from ₹2.90 to ₹7.90, on ₹35 per kW (or part thereof) per month.
LTDS-I — lifeline services (connected-load based)
₹2.65/unit on a flat ₹10 per connection per month — the cheapest fixed charge in the schedule.
LTDS-III — common service
Shared services in a residential building. Five paise above LTDS-II at every slab: ₹2.95 to ₹7.95, on the same ₹35/kW/month.

ℹ️ Puducherry's domestic ladder is gentle at the bottom and steep in the middle: ₹2.90 for the first 100 units, but the 201-300 band more than doubles that to ₹6.20 and 301-400 reaches ₹7.70. Almost all of the increase happens between 200 and 400 units, so that is the range where cutting consumption pays most. Because JERC approved every year of the FY 2025-26 to FY 2029-30 control period in one order, rates step up annually without a fresh order. JERC's schedule is the tariff alone; electricity duty and other levies are charged on the bill in addition. Fixed charges are per kW or kVA 'or part thereof', so a fractional sanctioned load rounds up to the next whole unit on a real bill — the calculator does not round.

NDS (Non-Domestic Service)

Supply typeEnergy chargeFixed chargeDuty & other
NDS-I — commercial
  • 0 – 100 units₹6.25/unit
  • 100 – 200 units₹7.30/unit
  • Above 200 units₹8.05/unit
₹200/kVA/mo
NDS-II — hotels and farmhouses
  • 0 – 100 units₹6.30/unit
  • 100 – 200 units₹7.35/unit
  • Above 200 units₹8.10/unit
₹200/kVA/mo
NDS-III — hoardings
  • Above 0 units₹9.55/unit
₹140/kVA/mo
NDS-IV — Government institutions
  • Above 0 units₹7.50/unit
₹200/kVA/mo
NDS-V — places of worship
  • Above 0 units₹2.90/unit
₹35/kW/mo
LTEV-I — EV charging station
  • Above 0 units₹6.05/unit
₹35/kVA/mo

Who each rate applies to

NDS-I — commercial
Shops and offices, billed on kVAh: ₹6.25 up to 100 units, ₹7.30 to 200, ₹8.05 beyond, against ₹200 per kVA per month.
NDS-II — hotels and farmhouses
A nickel above NDS-I at every band — ₹6.30, ₹7.35 and ₹8.10 — on the same ₹200/kVA.
NDS-III — hoardings
The steepest rate in the schedule: ₹9.55/kVAh flat on all units, against ₹140/kVA/month.
NDS-IV — Government institutions
₹7.50/kVAh on every unit — JERC sets the same rate for all three bands — against ₹200/kVA/month.
NDS-V — places of worship
₹2.90/unit flat, on ₹35/kW/month. JERC lists five slabs but sets every one to the same rate, so consumption never changes the rate.
LTEV-I — EV charging station
₹6.05/kVAh on ₹35/kVA/month — cheaper per unit than any commercial category.

ℹ️ Non-domestic supply is billed on kVAh against a ₹200 per kVA monthly charge for most categories, so power factor affects the units you are charged for. What separates the categories is mostly what the premises is used for rather than how much it consumes — a hoarding pays ₹9.55 flat while a place of worship pays ₹2.90 flat, a spread far wider than any slab movement. JERC's schedule is the tariff alone; electricity duty and other levies are charged on the bill in addition. Fixed charges are per kW or kVA 'or part thereof', so a fractional sanctioned load rounds up to the next whole unit on a real bill — the calculator does not round.

Wrong bill in Puducherry? Where to complain

Complain in this order and keep the complaint number at every step. Skipping a step is the commonest reason a genuine billing complaint is returned unheard.

StepWhere it goesWhat you need
1. DISCOM complaint deskPDICL / Electricity Dept., or the 24×7 helpline 1912Consumer number, bill number, the one disputed line, and a meter photo
2. Consumer Grievance Redressal Forum (CGRF)Your DISCOM's forum, constituted under JERC-UTS regulationsThe first complaint number, and what the DISCOM did or failed to do about it
3. Electricity OmbudsmanOffice of the Electricity Ombudsman, appointed by JERC-UTSThe CGRF order, or proof the forum missed its deadline

Two deadlines worth knowing. Under the central Electricity Rights of Consumers Rules a grievance should normally be decided within 30 days and in any case within 45. And if the paper you received is an assessment under Section 126 for unauthorised use rather than an ordinary bill, it does not go to the CGRF at all — it is appealed to the Appellate Authority under Section 127, usually within 30 days.
