Why did it change?

Delhi is a useful example because PPAC / FPPAS is not one state-wide number. DERC handles PPAC/FPPAS through separate proceedings for each distribution licensee, so BRPL, BYPL, TPDDL and NDMC can have different applicable rates and different historical paths.

The 2026 PPAC-related orders relate to recovery of power-purchase cost variations from earlier periods. When the approved recovery changes, the surcharge moves even if the base tariff and your units remain the same.
