How to Get a New WBSEDCL Electricity Connection Online (West Bengal)

WBSEDCL serves nearly all of West Bengal outside Kolkata city (Kolkata proper is CESC territory — a different company with its own process). A new WBSEDCL domestic connection is applied for on wbsedcl.in or the Vidyut Sahayogi mobile app, and the portal's best feature is speed at the first step: the moment you submit, it generates an instant provisional quotation and a 10-digit application number. Here is the full flow — documents, the quotation, inspection timelines and escalation.

1. Where to apply — and the CESC exception

  • WBSEDCL web portal: Online Application → New Connection on wbsedcl.in — the LT domestic flow covers houses, flats and small shops.
  • Vidyut Sahayogi app (Android/iOS) — the same application, quotation and payment flow on a phone.
  • Kolkata city: premises inside the CESC licence area (roughly the KMC core) apply to CESC, not WBSEDCL — check whose bill your neighbours receive if in doubt.

2. Documents

3. The application, step by step

  1. Fill the online form — district → supply office, premises details, load and phase (single-phase covers most homes). Ask only for the load you need; the fixed charge scales with it (our load-sizing guide helps).
  2. Instant provisional quotation. On submission the system immediately generates the quotation for service-connection charges plus security deposit, tied to a 10-digit application number. Download it — everything else quotes this number.
  3. Pay the quotation online (net-banking/UPI/card on the portal or app) or at the local Customer Care Centre.
  4. Site inspection. A WBSEDCL representative inspects within about 3–7 days of payment (urban faster, rural allowed longer) to confirm technical feasibility and that the premises wiring is ready.
  5. Energisation. After formalities WBSEDCL's charter promises execution of the service-connection work within about 7 days; the consumer ID arrives by SMS and the first bill follows in the next cycle.

4. What it costs

  • Service-connection charges — printed on the instant quotation; small for a premises within a standard service drop of the line.
  • Security deposit — calculated from the contractual load and tariff, shown on the same quotation; held against future bills and refundable on surrender. An existing consumer shifting premises can ask for the old deposit to be adjusted.
  • Line extension — where poles or line are needed, a revised estimate follows the inspection instead of the flat quotation.

5. Timelines and escalation

West Bengal's Right to Public Services Act puts a 7-day clock on the approval stage, and the Electricity (Rights of Consumers) Rules, 2020 back-stop energisation: 7 days metropolitan, 15 days municipal, 30 days rural after a complete paid application — line-extension cases follow WBERC's Standards of Performance.

  • Track with the 10-digit application number on the portal or the Vidyut Sahayogi app.
  • Stalled? Call 19121 (WBSEDCL's helpline) with the number, then the Station Manager of the supply office named on your quotation.
  • Formal remedy: written complaint to WBSEDCL's grievance cell and the CGRF, citing the 2020 Rules and the WBERC SoP.
