AVVNL scored 37.51 and ranks 42 of 54 state and private distribution utilities — down a grade from the 13th report.
The rating scores the utility’s financial and operational performance — AT&C losses, billing and collection efficiency, the gap between what supply costs and what it earns, and the regulatory support the utility gets. It is not a measure of supply reliability or customer service, and it does not affect your tariff.
AVVNL applies the same state-wide 2025-26 tariff schedule as the other Rajasthan DISCOMs (set by the state regulator). What differs by company is the service area, billing portal and contact details below.

Who each rate applies to
Rural / non-municipal area
Outside a municipal area. Electricity duty applies; the urban cess does not.
Urban / municipal area
Inside a municipal area. Adds the 15 paise/unit urban cess once consumption passes 100 units a month.
ℹ️ Fixed charges are banded on average monthly consumption, not sanctioned load. A Regulatory Surcharge of ₹1.00/unit applies (₹0.70/unit for households consuming up to 100 units a month) — it is a combined ceiling that already includes the Fuel and Power Purchase Adjustment Surcharge, so FPPAS is not charged on top of it. BPL and Astha card holders and silicosis patients pay 475 paise on the first 50 units with a ₹150 fixed charge. The urban and rural options carry the same tariff and differ only in the urban cess, which is charged at 15 paise a unit on municipal-area connections using more than 100 units a month.

ℹ️ Above 500 units a month the fixed charge for connections over 5 kW steps to ₹200/kW (₹320/kVA of billing demand where sanctioned load exceeds 18.65 kW); the calculator applies the ₹160/kW base rate. The ₹1.00/unit Regulatory Surcharge applies here too.

Common AVVNL bill calculations
Typical domestic examples for a 2 kW DS/LT-1 (Domestic Service) connection, computed with the same engine as the calculator. Use them as a quick sanity check; your actual bill changes with sub-category, arrears, FPPA, duty and billing-period length.
The slab-wise price of the units consumed during the billing period. In telescopic slabs, each band is billed at its own rate.
Fixed charge
A monthly charge linked to sanctioned load, connected load, billing demand or consumer category. It applies even when usage is low.
Electricity duty
A statutory government levy. Depending on the state, it may apply on energy charges, fixed charges, or selected bill components.
Regulatory Surcharge (a combination including Fuel and Power Purchase Adjustment Surcharge)
Fuel and power-purchase adjustment. It changes more often than the base tariff and may appear as a charge or a credit.
Arrears
Unpaid balance, corrections, security-deposit adjustments or previous-cycle amounts carried into the current bill.
LPSC
Late Payment Surcharge on overdue amounts. Check the due date and pay through the official DISCOM channel to avoid it.
